There are rules, even in war. Humanitarian rules. such as the Geneva Conventions.

Killing many thousands of innocent civilians, including women and children, can never be regarded as collateral damage. It can never be considered the price of war.

Is the United States a moral nation? Looking at the carnage in Gaza, it would appear not.
