Developers do this all the time. Users of Python, Java, Smalltalk, etc. regularly drop down into C/C++ for performance-critical pieces of code.

However, there are many software projects where performance is not a critical consideration. These projects may settle on one language and be done with it. No need to complicate matters with multiple languages.
